Problem

Smart City is a state executive body in Dushanbe, the capital city of the Republic of Tajikistan. Its goal is to implement and improve the efficiency of electronic services in order to ensure the safety of citizens and protect public order. 

For the last three years, Dushanbe has been actively developing public transportation services and replacing old models with new buses and trolleybuses. State City is involved in creating a unified public transport management system consisting of the newly acquired vehicles. Once completed, the system would ensure full transparency of passenger transportation processes.

At the end of 2021, Smart City faced a number of challenges in the IoT fleet management system implementation due to the lack of control over:

• fuel consumption;
• passenger flows;
• bus routes;
• compliance with passenger carrier safety requirements.

After evaluating several other companies, Smart City settled on Sarfaroz to complete the public transport management system.

Solution

Software 

Sarfaroz chose the following components of the IoT fleet management project for 350 vehicles:

• Wialon Local for bus monitoring, fuel consumption control, tracking speed and other parameters, report generation, and so on;
• Wialon’s niche solution for transportation control that helps create schedules, track vehicles location, detect violations, solve incoming problems in real time, and so on;
• Employee GPS tracking application by Wialon that provides control over vehicle location.

The business-specific public transport application helps the client easily control bus routes, add and delete stops, optimize schedules, and control quality of service. For example, overspeeding or other aggressive driving behavior triggers notifications that warn the driver about violations. 

In the future, the client plans to use the data to install electronic displays at bus stops that indicate arrival and departure times in real time. 

Also, Sarfaros will soon integrate the IoT fleet management platform with the payment system for seamless and smooth transactions.

This way, the public transport management system promotes safer driving and secure passenger transportation.

Hardware

The hardware part of the solution includes several models:

• To ensure fuel consumption control, Sarfaroz installed Escort Fuel level sensor TD-150 BLE. 
• To know the exact number of passengers, the company chose TC Automatica passenger sensors PP-01. 
• For real-time vehicle tracking, Teltonika FMB125 were selected.  

All in all, Sarfaroz installed hundreds of GPS trackers, fuel level sensors and passenger sensors on buses and trolleybuses. All sensors have been configured and connected to the Wialon Local system. The final public transport management system is the result of effective 14-month collaboration between the telematics service provider, Wialon, Teltonika and Escort.

For a quick start, Sarfaroz conducted training programs for five employees. Also, they have delivered the public transport management system documentation and continue providing 24/7 customer support.
